For over 37 years Cecil has been a vital part of utility operations including distribution, transmission, energy conservation, renewable generation projects, and business operations.  His expertise also includes customer service programs, wholesale and retail rate design and analysis for electric and water systems.  Cecil has designed, implemented and managed large scale utility projects including demand side management; renewable energy generation and interconnection; metering and telemetry systems.   Cecil has extensive knowledge in utility billing systems and customer service operations; as well as managing rate reviews and implementing rate changes, organizational improvements and customer service policy design and recommendations.

Additionally, Cecil has extensive experience in contract negotiation, administration and contractor management and has served as owner's representative for several large projects.  Cecil is an accomplished presenter and facilitator; adept at working with governing boards, management, staff, contractors and consultants as needed to create and facilitate successful outcomes and resolutions.

Cecil received his Engineering Degree from North Carolina State University and is also a Certified Energy Manager and Project Manager.
